Penny Black's Stick & Shine product lines is just what you've been looking for.
The system involves sticky design sheets (think clear sticker, sticky on both sides), and foil transfer sheets.
Simply cut out a section of a Stick & Shine design sheet, transfer the sticky designs onto smooth paper, then add foil on top of the sticky designs!
No heat required!

NOTE: Foil Transfer sheets sold separately. Foil Transfer sheets are NOT the same as hot foil sheets, and are not interchangeable in use.
